CLB Jargon Buster

Foreword

This document has primarily been developed to support the work of the WMCA Cultural Leadership Board, but we hope it might be useful for others as well. It is a document that we will keep updating on a regular basis and while we have tried to make sure the information is accurate and up to date, the WMCA cannot take any responsibility for any possible errors.

 

Acronym/Term Meaning
ABC1 A social grade us to denote people from higher social and economic
backgrounds. Also known in colloquial terms as “middle or upper class”.
ACE Arts Council England.
A government funded public body that promotes and invests in artistic and
cultural initiatives across the country.
ACIP ACE Capital Investment Programme. An open access programme to support cultural organisations to adjust buildings and equipment so that they can operate safely post-pandemic and improve access, seize on technological opportunities, and reduce environmental impact.
ACNPP Arts Council National Portfolio Programme.
A national programme that brings all ACE funded projects into one portfolio.
ACSCG Arts Council Small Capital Grants.
Funding to ensure that arts organisations have the capital required to deliver their work. Due to COVID-19 the 2020/21 round of grants was cancelled.
AEB Adult Education Budget.
A budget led by the WMCA to engage adults and employers to provide the skills and learning needed in the region to equip adults for work, upskill current
employees and find specialist training.
AERF ACE Emergency Response Fund.
Immediate funding support provided to arts and cultural organisations in the face of COVID-19.
AFP Arts Fundraising & Philanthropy.
An organisation that transforms the fundraising knowledge, skills and levels of success of arts organisations.
AHF Architectural Heritage Fund.
A charity working to promote the conservation and sustainable re-use of historic buildings.
AHRC Arts and Humanities Research Council.
An organisation that funds national and international research into a range of
topics, from history to languages.
AIM Association of Independent Museums.
A network of independent museums from across the country, sharing knowledge and advocating for the group’s specific needs.
BAME Black, Asian, Minority Ethnic.
An acronym used by governmental and non-governmental bodies to refer to ethnic minority groups. The CLB does not endorse nor use this acronym but it
continues to appear in governmental work.
BCLM  Black Country Living Museum.
An open-air museum that tells the story of the Black Country’s industrial history.
BEIS Department for Business, Energy and Industrial Strategy.
A government department with the role of building a stronger, greener future
by fighting coronavirus, tackling climate change, unleashing innovation and
making the UK a great place to work and do business.
BFI British Film Institute.
A national film and television-focused charitable organisation.
BID Business Improvement District.
Business led partnerships which are created through a ballot process to deliver
additional services to local businesses.
BSL British Sign Language.
The sign language used in the UK. This is often the first or preferred language of the deaf community.
C2DE A social grade often used in the UK to denote people from lower social and economic backgrounds. Also known in colloquial terms as “working class”.
CAZ Cultural Action Zone.
A concentrated, multi-agency approach to building on an area’s cultural character and heritage.
CBC Creative Black Country.
An action-learning project funded by ACE to engage audiences from areas where cultural/creative participation is low, primarily in Dudley, Sandwell, Walsall &
Wolverhampton.
CCC Creative Connections Commissions.
Creative Black Country (CBC) are offering small commissions of £500 -
£2000 for projects that develop creative activity with and by local
communities in the Black Country.
CIC Community Interest Company.
A type of company, like a social enterprise, that seeks to use its profits and assets for public good.
CIF Creative Industries Federation.
A national organisation for all the UK's creative industries, cultural education and arts. Represent and advocate for creative skills and jobs.
CJRS Coronavirus Job Retention Scheme.
Introduced in March 2020 and closing in September 2021, the scheme initially
pays the wages of those on furlough.
CCSEDP Culture and Creative Social Enterprise. Development Programme
A pilot programme started by the WMCA to rapidly test interventions that
support smaller, diverse-led and hyper-local organisations facing the
consequences of COVID-19.
CLB Culture Leadership Board.
An advisory board consisting of members from the cultural sector across the WMCA area.
CLGF Creative Local Growth Fund.
An ACE programme that ran from 2015-2020 to help the local cultural sector contribute to economic growth.
CoC City of Culture.
A competition run by the DCMS. This year Coventry was awarded the title and
received the funding to host cultural festivities.
COG Cultural Officers Group.
An assembly of representatives from the WMCA’s Local Authorities and Local Enterprise Partnerships, linking the region’s cultural work.
CPP Creative People and Places.
A programme of projects developed by ACE, each encouraging people from
areas of low cultural engagement to choose, create and partake in local art experiences.
CRF Culture Recovery Fund.
A government fund distributed by ACE to support cultural and arts organisations through the effects of COVID-19 pandemic.
CRF Community Renewal Fund.
A government fund to help places across the UK prepare for the introduction of the UK Shared Prosperity Fund. Contributing to the levelling up agenda by
investing in people, places, businesses and communities.
CSR Comprehensive Spending Review.
A governmental process, conducted by HM Treasury, to establish department resource and capital budgets.
Cultural Infrastructure The physical spaces that host and support cultural activities.
Cultural Compact Partnerships across and extending beyond the cultural sector to provide
strategic and leadership capacity. A means of reinforcing the intersection between culture and all other sectors.
DCMS Department for Digital, Culture, Media & Sport.
The government department responsible for leading and promoting British innovation, heritage and the UK as a tourist destination.
DLUHC Department for Levelling Up, Housing and Communities.
The government department that has replaced the Ministry of Housing, Communities and Local Government.
DYCP Developing Your Creative Practice.
A fund run by ACE that supports individual creatives in developing their creative skills and practice.
EEDI Equality, Equity, Diversity & Inclusion.
Denotes policies and initiatives that relate to tackling societal challenges surrounding exclusion, segregation and marginalisation.
Equality Equality means providing the same to all. This means everyone receiving
identical treatment, rights, access, opportunities, support etc.
Equity

Equity refers to the sense of fairness and justice within a situation. Fairness can be achieved through reasonable adjustments or benefits that account for disparities.

FHF Future Highstreets Fund
A government fund to revive local highstreets, drive economic growth and improve the high street experience.
FTE Full-Time Equivalent
A unit used to measure an employee’s workload and total working hours.
GBF Getting Building Fund.
A national fund to deliver jobs, skills and infrastructure through programmes agreed upon with Mayors and LEPs.
Global Majority A collective term used to refer to people of African, Asian, Latin American or
Arab descent. The term is thought to be more empowering than existing
acronyms and rejects whiteness as the global norm. This is the term that the CLB uses to refer to demographics who have previously been referred to as “ethnic minorities”.
GPF Growing Places Fund
The fund boosts local economies by support key infrastructure developments that pursue economic growth.
GVA Gross Value Added
A measurement of a sector, organisation or individual’s contribution to the broader economy.
LCEPs Local Cultural Education Partnership.
Cross sector partnerships that work to strategically improve the cultural
education of young people.
LEP Local Enterprise Partnership.
A partnership between local authorities and businesses to promote innovation and enterprise opportunities within a local area.
LGF Local Growth Fund.
A government programme that provided the South East Midlands LEP with the funds to distribute for the benefit of the local economy and area.
LUWP Levelling Up White Paper.
A policy paper, published in 2022, outlining the government’s plans to “Level Up” specific areas of the UK by reducing the differences between richer and poorer demographics.
MEH Music Education Hubs.
Groups of organisations who, together, provide music education.
Minoritized Ethnic Groups An emerging term that can replace ethnic minority and BAME/BME that recognises how specific ethnic groups have been minoritized through social
structures and processes. This term acknowledges that groups who are
minorities in the UK are majorities elsewhere.
MTAM More than a Moment.
A pledge that authorities within the West Midlands (including the WMCA) have signed, to dismantle and remove the barriers that have disadvantaged black creatives.
MEND Museum Estate and Development Fund
An Arts Council England open-access capital fund targeted at non-national
Accredited museums and local authorities based in England to apply for funding to undertake vital infrastructure and urgent maintenance backlogs.
MSOA Middle Layer Support Output Area.
A statistical unit to measure and report on small geographical areas.
NBS Nature Based Solutions
Actions/solutions that are sustainable and inspired by processes and functions found in nature’s ecosystem.
NDPB Non-Departmental Public Body.
Organisations that have a role in the process of national government but are not part of a government department.
NHMF National Heritage Memorial Fund.
A national fund that provides financial assistance towards the acquisition,
preservation and maintenance of some of the UK’s finest objects and landscapes.
NLCF National Lottery Community Fund.
The National Lottery collaborate with local communities to fund projects that are relevant and benefit local people.
NLHF National Lottery Heritage Fund.
Provides grants to fund projects that sustain and transform British heritage.
NLPG National Lottery Project Grants.
An open access programme for that supports thousands of individuals and
organisations within the cultural industries.
NPO National Portfolio Organisation.
An arts organisation who has applied and been selected to be a part of ACE’s National Portfolio, receiving core funding awarded by ACE from the National Lottery.
POC People of Colour.
An acronym commonly used to refer to ethnic minority groups. The CLB does not endorse nor use this reductive acronym but it continues to appear in governmental work.
SIC Standard Industrial Classification.
A system for classifying industries by four-digit codes.
SPF Shared Prosperity Fund.
The proposed replacement of European Union structural funding worth about €2.4 billion per year.
SSO Sector Support Organisations.
Funding provided via ACE to organisations who support the arts and culture sector in terms of function – i.e., Bridge Organisations, Museum Development Providers, umbrella and networking organisations, strategic library and museum
partnership bodies.
TCF Thriving Communities Fund.
Funding programme developed by ACE to support communities through the effects of the COVID-19 pandemic via connections to creative activities.
TGI Target Group Index.
The largest data source regarding consumer wants, needs and habits derived from annual questionnaires.
Towns Fund A £3.6 billion fund investing in towns as part of the government's plan to level up our regions.
UNESCO United Nations Educational, Scientific and Cultural Organisation.
A specialised agency of the United Nations aimed at promoting world peace and security through international cooperation in education, the sciences, and culture.
VCSFSE Voluntary, Community, Faith and Social Enterprise.
A sector that encompasses the aforementioned organisations who usually have the primary goal of social impact.
WMLIS West Midlands Local Industrial Strategy.
A policy paper that establishes the government’s long-term priorities to maximise productivity and growth in the region.
YCA Young Combined Authority.
A board of 30 young people established to ensure that youth and diversity is represented in the West Midlands’ leadership.
