What project work does the programme do?

The Mayoral Region Programme is working on a range of projects to enhance work to improve health and reduce inequalities across different mayoral region partners. This work is carried out by the central team and embedded officers in various mayoral regional authorities.

Health in all Policies Toolkit for mayoral regional authorities

This toolkit has been designed as a suite of resources to support mayoral regions to develop and implement a Health in all Policies approach by utilising their role and devolution arrangements to improve health and reduce inequalities. It is made for a range of audiences within mayoral regional authorities to support different needs and contexts.

The toolkit was launched in March 2025, and the programme central team is now working with West Midlands, West Yorkshire, and North East Combined Authorities (CAs)  to put these policies into practice.

What else is the programme looking at?

The programme is working on a range of different policy and project areas, these include:

  • Work and health
  • Health and housing
  • Child poverty
  • Political landscapes and devolution
  • Public service reform

The programme has developed a range of outputs across these areas, including insight papers, policy briefs and horizon scanning summaries. The programme also regularly holds webinars to  share key insights and support mayoral regional colleagues to learn from one another and tackle complex issues together. 

Embedded posts

There are currently two embedded posts completing project work on behalf of the programme. One post is working in Greater Manchester CA and the other is working in North East CA, with more expected to come on board in other mayoral regional authorities within the next 6 months. These posts provide a key opportunity for the programme to learn about driving forward health and inequality-related policy work within different mayoral region contexts.

The Greater Manchester CA embedded post is focused on creating a system-wider approach to addressing economic inactivity due to poor health among people aged 50-64.  The North East embedded post is focused on incorporating health improvement  into political priorities and work plans to improve collaboration between CA and wider health system colleagues.

Who else do the programme work with?

The Research and Insights Partner

The programme is partnered with the Centre for Local Economic Strategies and The Kings Fund, who have been commissioned by The Health Foundation to build insights and recommendations on regional health devolution. They published a report on tackling health inequalities through English Devolution in October 2024 and plan to publish a series of essays over the next year to share insights across several key policy areas.
